custom shortcut issue

Steps to Reproduce:

I encountered an issue when setting up shortcuts. I assigned Option+I to cursorUp, but it didn't respond when pressed. Testing Option+U also failed, while Option+O worked normally.

This issue only occurs when using macOS's built-in ABC input method, but works normally with Chinese Pinyin input method.

The keypress log showed "matched cursorUp" but no "Invoke command cursorUp" appeared.
Where is the problem? Is this a bug?
