Gateway API 1.3 is being released and we should upgrade to support it.

Acceptance

read the release notes for 1.3 and understand the changeset
- create any issues if there are things we should support
upgrade NGF to support 1.3 and address any potential issues
update README to new supported version
enable HTTPRouteRequestMirror,HTTPRouteRequestMultipleMirrors conformance tests
