License file needs updates

The license file in this repository was generated by a project template and needs an edit to make it complete. Starting on line 178 of the License File, it has some instructions from the template file on updating some placeholder content (e.g. copyright info) specific to the project. Need to update the placeholders and remove the instructions text.

Thanks, @GeauxJD! I opened #270 to clean this up. Note that I did not update placeholders because we don't need them in there (that's for putting in other files). Arguably, we should go through and add license headers to other files in the repo (or at least SPDX IDs), but that's something we can deal with later.
