How to share modules between repositories

What would be the best way to share modules to different repositories?

For Example:
Repo A has Module1.
Repo B also wants to use Module1.

Are NuGet packages the only way?

Yeah nuget packages should be fine.

If you want it to have different [DependsOn] attributes in different repositories, I recommend packaging it as an abstract class, and then in each repository creating a new class that inherits from it, and then you can decorate it with the specific attributes needed for that repository
