Fairly mechanical PR expanding the CI matrix by a R major release

Checklist

Code compiles correctly
R CMD check still passes all tests
Preferably, new tests were added which fail without the change
Document the changes by file in ChangeLog


          Add Dockerfile for rcpp/ci-4.4, add it to CI matrix
